International Trade Policy and Negotiations

Since the creation of ICONE in April 2003, the main focus area of ICONE has been carrying out studies and technical research in topics relation to trade negotiations and topics relating to trade policy at the multilateral, bilateral and regional level. The agricultural negotiations of the Doha Round of the World Trade Organization (WTO) have been central to our institute, as well as other forums such as the Cartagena Protocol on Biosecurity and, more recently, the negotiations in Climate Change.

Within the Doha negotiations, ICONE has monitored the proposals made by different countries in different topics of agricultural negotiations (domestic subsidies, export subsidies and market access) and produced simulations of the impact of these, as well as propose new suggestions. ICONE also participates in the discussions of the Cartagena Protocol through documents that analyze the negotiation proposals.

Using our experienced and knowledge gained in these áreas, ICONE’s staff publishes studies, media articles and presentations and interviews aiming at generating a debate on topics and explain certain themes essentially technical for society. Besides this, ICONE’s website has a questions and answers section on various themes that comprises the institute’s agenda. All this serves as an important base with much information for researchers, professors and students interested in these areas.

Besides the work described above, some publications developed by the researchers present the position and perspective of ICONE in relation to timely topics negotiatied at the Doha Round. These works, opinions, analysis and technical positioning of the institute do not necessarily coincide with those of Brazil or the G-20 (group of developing countries), even though there is a joint effort being developed with the Brazilian government. Many of our work, however, is not available on our website due to the confidentiality request from our government or our sponsors.
